sort of discipline testing. so the smart campaigns and the obama campaigns are emblematic of this and basically, you know, thinking of almost everything a campaign bus as it is somehow informed by the data one. you get down to the state level campaigns and they definitely are having people who work voter file managers who are just dealing with the data and targeting people just dealing with data you get to the campaigns and one of the things the romney campaign said to do this summer after they won the nomination was and increasingly that sort of function is becoming a core function of the campaign and used to be to the extent you have was fund-raising and you could buy them from the vendors or consultants, and now people will have what they call one different things but there's basically a core function of the modern campaign to have people who are especially on the voter side just country and processing data. >> host: if any of us were to go into the romney campaign or obama campaign and look at the headquarters, are there a lot of young staff? what does it look like? >> guest:

history of the issue, it goes back to the election of the president obama and the real energy he brought on the campaign trail in 2008 to the question of transparency and the kind of government i think we all envision. from my perspective by about 2010, that energy had kind of dissipated and a lot of efforts have gone toward a lot of things and we were not seeing that sort of dramatic transformation that a lot of us could visualize. we could imagine knowing what the power of data is but it wasn't happening very much. that caused me to do some work that i will describe here that resulted in some grades that i talked about. grading is a cruel art but sometimes it's a necessary art to communicate things. what i did was i looked at the problem of sort of lacking transparency efforts around 2010. it looked to me like maybe the transparency community hadn't communicated well enough to the government decide what side what it was we wanted to go a lot of efforts have gone out there that didn't really have a direction the direction or a destination and so i sat down with some technical pe

obama's parents got married in kenya, i'm sorry, i mean -- if such a cheap joke and i apologize for that but it does remind me, you know, everybody knows mitt romney is having a rough patch as presidential candidate, but all right, all right. but a sentence i have not heard uttered anywhere is, if only donald trump had been the nominee. you about losing my friends, the low point, needing help, i backed the president obama when he took out osama bin laden. president bush, it took both presidents doing what they thought was right, to get the job done. why is it considered a weakness to ask one party to ask another party to help them out. maybe we can sit down and talk through some of his and talk through some of it. i might be wrong and i might be out of touch. we are out of touch just because people say you have to be left or right. i am a team player and i am all for teamwork. there are things i agree with on the right and their there are other things i agree with on the left. but i will tell you one thing, i don't think anything should be rammed down our throats and i think it ought to be bipartisan. we have to get back to that point. now, with seal team six, there was one reason we would not win. one primary reason. it was a way of a communication problem. it could be on the wrong radio, a bad location, there is always a reason why. but there was a communication problem. not having an interpreter there -- we have
